The second step in calculating the score achieved under the Preferential Procurement element is to calculate the relevant BEE spend with each of the company’s suppliers, in accordance with their BEE credentials.
The BEE123 Scorecard Software will assist in simplifying this stage of the process.
The following is the relevant information to be obtained from each supplier in order to calculate the attributable BEE spend with each such supplier:
All of the information is contained on the BEE Certificate of the Supplier (except of course for the amount spent with that supplier).
The Codes define an Empowering Supplier as follows:
An Empowering Supplier within a context of B-BBEE is a B-BBEE compliant entity, which is a good citizen South African entity, comply with all regulatory requirements of the country and should meet at least three if it is a large enterprise or one if it is a QSE of the following criteria:
Labour Costs - - At least 85% of labour costs should be paid to South African employees by ICT Sector entities.
Whether the supplier is classified as an Empowering will determine if any points can be claimed in relation to expenditure with such client.
If the supplier IS an Empowering Supplier then recognition is attributable in relation to the expenditure with such supplier.
If the supplier is NOT an Empowering Supplier then no recognition is attributable in relation to the expenditure with such supplier, irrespective of their BEE credentials. (ie it’s as if they are Non-Compliant suppliers)

The BEE Status Level of the supplier will determine the recognition level multiplier to be used in relation to that supplier. The better the BEE Status Level of any supplier, the higher the multiplier and accordingly the more BEE points will be earned by procuring and goods and services from that supplier.

Expenditure with the following types of suppliers will receive an enhanced recognition by a 1.2 multiplier factor:
6.1 Supplier Development Beneficiaries with a 3 year contract
6.2 51% black owned EME or QSEs with a 3 year contract (non- Supplier Development beneficiaries)
6.3 First time Suppliers
The applicable BEE spend relative to each supplier (or relevant category of supplier) is then summed and benchmarked against the Total Measured Preferential Procurement BEE Spend, in order to determine how many points the entity has earned under the Preferential Procurement Element.
An expired BEE certificate of a supplier may still be utilised if the BEE certificate in question was valid during the selected verification period of the measured entity. |
The Preferential Procurement Calculator is a tool that makes the administration and management of this process easy and will automatically pull through and calculate the Attributable BEE Spend in relation to each supplier and the Aggregate BEE spend across all suppliers.
The software allows you to import from excel or add your suppliers that you procure from.
If you want to import your suppliers, the software only accommodates.csv file format. To import your supplier list, click on the Import Supplier List button.
The total spend on the listed suppliers will be automatically populated into the Procurement spend on all suppliers field. But, this field also allows manual input, if you do not list your suppliers in the software.
The BEE123 Preferential Procurement Database is a database containing the BEE Certificates and information of thousands of BEE certified entities.
If one of your suppliers is listed on the BEE123 Preferential Procurement Database, then simply ‘link’ that supplier and all of its relevant BEE Credentials will automatically be populated into the Preferential Procurement Calculator Grid.
This eliminates the task of contacting that supplier for their BEE Certificate and thereafter manually capturing their relevant BEE Credentials.
